Introduction

PMD/PMX Editor is a compact, powerful tool to give users the chance to prepare 3D models for use with MMD. As long as you have a computer (machines with 4-8 Gigs of RAM - which is the minimum in many machines purchased in the past 4 years - should be able to support the editor without too much lag).
This is a potentially powerful tool that we're given to work with, so it's important that we don't abuse it, in light of recent events I've set up an article here, which you should read before downloading and using PMD Editor. Just remember what Peter Parker's uncle said xP

Possible Uses

PMD/PMX Editor is intended for converting 3D models made in other programs for use with MMD. It serves as both an editor for existing PMD/PMX models and a tool that can take model data from other programs and make it compatible with MMD. There are scripts and plugins available for popular 3D programs but the editor can be used to ensure full compatibility, and add bilingual credits/data.

Download

Navigate to the VPVP Wiki website like so. This should be the first result. You can click 'Translate Page' if you want the page in English.

This will be the first page you see. Click the last link in the 'MMD' section as shown here.


Now click the 2nd link underneath the the first entry (Outline) in the table of contents. Even on the untranslated page, 'Version' is written in English.
You can click the links (page anchors are used), or simply scroll down. 'PMD' and 'PMX' are visible whether the page is translated or not. Clicking the PMD link will take you to the PMD Editor sections (where SlimDX and the last version of PMD Editor are located), while the PMX link will take you to the PMX Editor section, where the latest version number is given (along with a link to the download page).

This is what you should be looking at.

Assuming you click the PMX Editor link (only one version is displayed at a time), you will be brought to this page. The highlighted category will bring you back to this page if you haven't landed there already!
From there, scroll down until you see this! PMX Editor will be clearly labelled, with the most recent version situated higher up (although to date, there are only two versions listed there, one of which is version 0139).

Install

Once you've downloaded the program, simply extract the zip file either through Windows explorer or (if the file isn't recognized and prompts you to choose a program to open it with), Winzip, Winrar or 7Zip (free) will be able to extract the file for you.
Be sure to right click the file and bring up it's Properties. Hit 'Unblock' like so. Some users report that this helps stop a chain of nagging popup dialogues that show up every time the program starts. You can still use it if you hit 'OK' on all of them, but it's really annoying.
When you've unblocked the folder, extract the folder inside and either pop it in your program files (you may be prompted for permission, just click OK) or run it from your desktop, or any folder you want.

Requirements

These are the things you'll need to have installed on your computer for PMD Editor or PMX Editor to run. I've noted the requirements for the most commonly used versions (as per the VPVP Wiki) and included download links to everything (as best I could, .NET Framework 2.0 links are trickier to find on Microsoft's website).

How to Download

In the past, PMD Editor could be downloaded directly from the VPVP Wiki—which is considered to be the go-to website for MMD content within the MMD user-base. The wiki still has plenty of content to offer—links to models, poses, props, stages, backdrops, prefab animation data, and all sorts of other goodies—but users who don’t understand how to read Japanese text would benefit from using a translator.

The official PMD and PMX Editor downloads have been moved to this page, and can be found at the bottom. At the time of this writing, the latest version of PMD Editor is 0.1.3.9, and the latest version of PMX Editor is 0.2.5.2.

Installing

Like MMD, PMD Editor and PMX Editor come in zipped archives. If you look in the readme files for each, there are links to the Japanese versions of each component, but you should be able to use an English .Net Framework or Visual C++ download instead.
